Undercut – A hairstyle in which the perimeter is cut short with a clipper and the interior is left longer to hang over this clippered area. A very popular style with young boys and teenagers in the early 1990s. Originally popularized by surfers and skateboarders on the U.S. west coast, it also referred to as a “surfer” cut or a “skater” cut.

Here is a picture of a kind of extreme undercut, complete with dying and patterns. A bit different than your typical 90's surfer boy look, but definitely an undercut.
